I'll try to answer your questions as well as I can. But your boyfriend should go and talk to a OSO (Officer Selection Officer). He/She will have all the information he needs in order to start the process.

To become an Officer in the Marine Corps, you don't just go and sign up. There is a selection process. He will have to talk to his OSO and figure out all the paperwork and tests and school scores that he needs to get in, in order to be considered for the process.

There are 5 ways to become a Marine Corps Officer. Since your boyfriend does not have any prior enlisted experience with the Marines, doesn't attend the Naval Academy, and didn't go through a NROTC program (I'm assuming all of this), he will have 2 options (some men and women who have prior enlisted experience go these routes also).

Option 1: Platoon Leaders Course (PLC) - Two 6 week sessions held over two different summers in Quantico, VA- usually the summers after Freshman, Sophmore or Junior year of college. This is what my boyfriend did (he was one of the few prior enlisted that went this route). He attended 1 six week session the summer after Sophmore year of college then the other summer after Junior year of college. After the 2nd summer, he went back to school and completed his Senior year. After graduating, he commissioned as a 2nd Lieutenant. He will now attend The Basic School (TBS) in October, also held in Quantico, VA - there are TBS classes starting up almost every month, he just got assigned, based on availability, to attend the October one. TBS is a 6 month school that all newly commissioned officers attend before going to their Military Occupational Specialty (MOS) school.

Option 2: Officer Candidate Course (OCC) - This is one 10-week session, also held in Quantico, VA, is held for college Seniors and college graduates. After they complete this course they earn their commission and head right into TBS then to their MOS school.

After the newly commissioned 2nd Lieutenants complete TBS they then are assigned a MOS. They then attend their MOS school - which are held all over the country for different amounts of time. After graduating MOS school they now join their new unit (they "hit the fleet") at their assigned duty station (their new home for about the next 4 years or so).
